Lawmakers, OPM Clash Over How to Promote SES Diversity

Rep. Danny Davis, D-Ill., and Delegate Eleanor Holmes Norton, D-D.C., say the slim gains minorities have made in the Senior Executive Service since fiscal 2000 -- and especially a 0.5 percentage point decline in the representation of black men -- show that the federal government still needs to overhaul how it chooses its top career executives.
